ROUND ONE ENTRY REQUIREMENTS
The first round of the Challenge opens for entries on February 28, 2017 and closes April 4, 2017 (referred to herein as the Challenge Live Period).
Entries must be received/timestamped by 11:59 pm EST on April 4, 2017.

To select the ROUND ONE FINALISTS NCNGN will recruit from its membership to participate on a selection committee. The selection committee also will be open to one representative from each Primary Sponsor. The selection committee members are prohibited from entering the challenge themselves or evaluating entries from any organization at which they are employed. All decisions of the selection committee will be final.
We anticipate notification of FINALISTS on during the week of April 11- 14, 2017. New City Ventures will notify all finalists via the e-mail address and telephone number provided at the time of entry. Those not selected as finalists will not be notified. If the finalists do not respond to the notification within two business days, another finalist may be chosen from the alternates. Failure to respond within two business days means the finalist forfeits their position. All confirmed Finalists will be listed on the New City Ventures website www.IgniteNC.co within three days of ALL finalists confirming their participation – we are targeting this day as Friday, April 14, 2017.
RULES AND CONDITIONS
By entering US Ignite Smart Gigabit Communities Reverse Pitch, you agree to be bound to the following rules and conditions:
The Challenge is a two-stage competition open to anyone who at the time of entry is at least 16 years old and residing in the 50 United States. You may not enter if you are a member of the immediate family or household of a: regent, officer, or director of a Primary Sponsor; Primary Sponsor employee, fellow, intern, research associate, or volunteer directly involved in the planning of the Challenge; Mentor; or Selection Committee or an employee of a member of the Selection Committee.
Round One Entries:
Your entry is being made as an individual and you may only enter once per category. You are solely responsible for your entry and the consequences of making your entry.
The NCV reserves the right to disqualify your entry if you attempt to communicate with any member of the Selection Committee and if selected as a finalist, as outlined in the ROUND TWO Brief document, which will be shared only with selected finalists. You are solely responsible for your costs associated with the preparation of an entry or participation.
If you are under the age of 18, and your entry is selected as a FINALIST you must provide a consent form signed by your Parent or Legal Guardian to continue on to the next ROUND TWO.
ROUND ONE SELECTION:
The Selection Committee shall review all eligible entries using the Challenge entry requirements and the Challenge selection criteria in order to select a maximum of TEN FINALISTS. Should a portion of selected finalists decline to proceed to ROUND TWO or become disqualified then alternates may be substituted by the Selection Committee. Should the Selection Committee determine that no eligible entries meet the requirements or satisfy the criteria, the Challenge will be cancelled.
ROUND TWO PARTICIPATION:
Round Two requires participation in the following activities and events:
One approximately one-hour-long videoconference (Skype) or phone call with an assigned mentor from New City Ventures team during the week of April 10 or 17, 2017 to prepare for the upcoming Bootcamps and Workshops.
Finalists, also must provide an affidavit of eligibility as well as enter a participation agreement regarding appropriate conduct during ROUND TWO, and publicity and liability releases.
ROUND TWO JUDGING:
Using the Challenge selection criteria and considering the ROUND TWO Brief Presentation Requirements to be released to the finalists ONLY during the week of April 3, 2017, the Judges will select TWO TOP PRIZE winners and ONE RUNNER UP following presentations by the ROUND TWO participants.
The winner of the Challenge will be announced on the website on Sunday, June, 4, 2017.
AWARDS AND PRIZES AND TAXES:
The Awards and Prizes are listed at “About the Competition.” No substitutions will be allowed. Winner is responsible for all taxes on awards and prizes, if any.
OWNERSHIP AND PERMISSIONS:
Participants retain the rights to their entry and, if selected for ROUND TWO participation, their Entries as further developed in this Challenge. ROUND TWO Entries are collectively referred to as the “Entries”.
All Participants hereby grant the NCV and US Ignite, and those authorized by the US Ignite, permission to use the Entries in whole or in part for any educational, promotional, or other standard purpose, in any media now known or later developed, without compensation to the participant. This includes but is not limited to archives, educational programs, exhibitions, promotions (including on social media), research, and publications. This permission is irrevocable and perpetual. This permission does not include commercial uses of any Entries. Commercial use requires additional permissions.
RETENTION OF ENTRIES OR ENTRIES:
The Challenge is an educational program and US Ignite is the co-sponsor of these events in nine of the US Ignite Smart Gigabit Communities, which are a network of communities nationwide that have each committed to leverage next-generation smart city and Internet technologies for sustainable gigabit innovation ecosystems to keep pace with the world’s rapidly changing, technology-driven economy.
Each Smart Gigabit Community agrees to share its gigabit applications with other communities in the network. These events will serve to cultivate relationships within and across communities and promote a flourishing gigabit application ecosystem.
IMPORTANT ADDITIONAL PARTICIPATION RULES AND CONDITIONS
NCV decisions are final and binding.
Participants represent and warrant that their Entries shall: comply with these rules, contain only the participant’s own original material, be lawful, true, and accurate, and not infringe on the rights of any third party.
Do not submit anything that infringes on the rights of any third party.
NCV reserves the right to disqualify any participant whose entry or conduct appears in any way to: inhibit the enjoyment of others; tamper with the Challenge; violate these Rules; infringe on the rights of third parties; or act in an unsportsmanlike or disruptive manner.
NCV, the Sponsors and Supporters are not responsible for incomplete or misdirected entries, technical or network malfunctions or failures, or causes beyond its control.
Nothing in this agreement or the Challenge commits the NCV, the Sponsors and Supporters to enter into a contract or award with any participant or for any services related to this Challenge.
NCV reserves the right to cancel the Challenge or modify these rules at any time for any reason at its discretion. As an example, in the event of a dispute regarding the winners, the NCV reserves the right to award or not award the prizes in its sole discretion.
All participants hold the NCV, the Sponsors and Supporters, its regents, officers, agents, employees, fellows, interns, research associates, and volunteers, harmless from and against all claims of any nature arising in connection with a participant’s participation in the Challenge, or participant’s acceptance or use of awards and prizes. NCV, the Sponsors and Supporters and its regents, officers, agents, employees, fellows, interns, research associates, and volunteers, its subsidiaries and affiliated companies, are not liable for any costs, damages, injuries, or other claims incurred as a result of anyone’s participation in the Challenge or finalists’ or winner’s acceptance and usage of the awards and prizes.
All participants waive any privacy expectations they may have with regard to their entries. Participants must not submit any content or personally identifiable information that they do not want made public (online or on premises). Be aware that if your entry is selected:
As a finalist, your name and city/state where you live may be displayed on the IgniteNC Challenge website and promotional materials.
As the winner, your name, age, and state where you live may be displayed on the IgniteNC Challenge website and promotional materials.
Participants’ street addresses, emails, and phone numbers will not be posted.
If your content is selected by the NCV, the Sponsors and Supporters for posting, website visitors may share your content via social media websites such as Facebook, YouTube, Twitter, Instagram, and applications such as “Po.st” and “Add This.” These sites operate independently of NCV, the Sponsors and Supporters and have their own privacy policies. In addition, comments with which you disagree may become associated with the content you submit.
